Who qualifies for BUDI95?

According to the BUDI Rakyat FAQ, a Malaysian citizen may qualify for BUDI95 if they:

There is no application for the basic quota: your details are cross-checked against the Road Transport Department (JPJ) database. MOF also extended BUDI95 to registered boat owners without a driving licence, working with state agencies such as the Sarawak Rivers Board and the Sabah Ports and Harbours Department (press release, 1 October 2025).

Expired licence? Check the 36 monthsJPJ notice (March 2026): a licence counts as active if it expired no more than 36 months ago. Beyond 36 months you no longer qualify for BUDI95 and must retake the driving test before the licence can be renewed. To drive on the road, your licence must not have expired at all, so renew before it lapses.

How to check your BUDI95 eligibility

  1. 1. BUDI MADANI portal: go to budimadani.gov.my and check with your MyKad number. The service is also listed on MyGOV.

  2. 2. E-wallet apps: TNG eWallet or a fuel company app, after e-KYC (BUDI Rakyat FAQ).

  3. 3. Phone and email: 1300-88-9595, WhatsApp +603-2631 4595, or [email protected].

  4. 4. Transaction history: MOF says the BUDI MADANI portal lets you check your transaction records through MyDigital ID.

Using BUDI95 at the petrol station

You get RM1.99 once your MyKad is verified. According to the PETRONAS Dagangan and BHPetrol FAQs:

The quota resets on the 1st of every month (MOF). Each purchase is deducted from your monthly balance; once it runs out, you pay the market price until the next month.

If you buy in a monthCost at RM1.99 a litre
50 litresRM99.50
100 litres (average monthly use, per MOF)RM199
200 litresRM398
300 litres (full limit)RM597

MOF says average use is about 100 litres a month, and according to the Budget 2027 speech, September 2026 records show about 100,000 users (under 1 per cent) used the full 300 litres.

E-hailing drivers: extra quota by distance

E-hailing drivers do not apply individually. The government works with the e-hailing operators (EHOs), which apply in batches (MOF, 1 October 2025). The extra tier depends on the previous month's distance in the EHO's system, verified by APAD (and LPKP in Sabah and Sarawak), and is activated mid-month.

As announced on 4 November 2025: under 2,000 km got the basic limit, 2,000 to 5,000 km a total of 600 litres, and over 5,000 km a total of 800 litres. On 26 March 2026 MOF said the e-hailing ceiling of 800 litres a month is maintained. Distance thresholds can be updated, so check your current tier in your driver app.

No 'apply for more' button for the publicOn 7 April 2026 MOF said the extra-quota function was not meant for personal needs and the button has been disabled. Ignore messages offering to 'top up your BUDI95 quota' for a fee or asking for your TAC number.

Diesel pickup and jeep owners: an extra 100 litres

BUDI Diesel recipients who own a private diesel pickup or jeep can apply for an extra 100 litres a month, for a total of 400 litres. It is not automatic: apply on the BUDI MADANI portal. Owners already approved were moved to 400 litres automatically from 1 September 2026. Subsidised diesel for eligible users is RM2.10 a litre (MOF, 31 August 2026).

Questions

What is the BUDI95 monthly limit now?

300 litres a month from 1 September 2026, according to MOF's press release of 31 August 2026. From April to August 2026 the limit was 200 litres.

Do I need to register or apply for BUDI95?

Not for the basic quota. Eligibility is cross-checked with JPJ data. You only need a MyKad and an active driving licence, and you verify your MyKad when you buy RON95.

My licence has expired. Do I still qualify?

According to JPJ, a licence counts as active if it expired no more than 36 months ago. Beyond that you do not qualify for BUDI95 and must retake the driving test. To drive on the road, your licence must still be valid.

How do I check my remaining BUDI95 quota?

Check on the BUDI MADANI portal (budimadani.gov.my), in TNG eWallet or a fuel company app after e-KYC, or call 1300-88-9595.

When does the BUDI95 quota reset?

On the 1st of every month. The extra e-hailing quota is activated mid-month based on the previous month's distance.

Can I apply for more quota for personal use?

No. MOF says the top-up button has been disabled. Extra eligibility is only for verified operational cases such as e-hailing drivers (through their e-hailing company) and boat owners, plus the extra 100 litres for diesel pickup or jeep owners under BUDI Diesel.

How much quota do e-hailing drivers get?

It depends on the previous month's distance, with a ceiling of up to 800 litres a month (MOF, 26 March 2026). Drivers do not apply themselves; the e-hailing company sends the data in batches.
